Struck this error while installing DLC for Fallout 3 on PS3. Both Broken Steel and Anchorage failed at 14% during install using wireless setup. Fix, first DMZ the PS3 (refer to your router manual on how to), next down load DLC in foreground not back ground – this is important. Then install. Hunky Dory!
